make compile-requirements has conflicting dependencies

Running make compile-requirements in a clean checkout of the master branch fails:

make compile-requirements

$ python --version

make upgrade works actually. I can open a PR with the changes from make upgrade, although I'm not sure if there's anything else to consider before running this?
