[BUG] state mounts.swap does not use the canonical device for checking if the device is set up already.

This leads to the state being applied over and over despite already being set correctly if the partition is specified via UUID

Also ... an important question ... does salt upstream have an AI policy? because creating a local patch with AI is kinda useless if we can not upstream it afterwards.

At least, they accepted one saltstack/salt@9b7f091 . I'd say we should still give it proper testing before submitting.
