Add the `opentelemetry-proto` module to the repo

Port over from the zig-o11y repo the existing protobuf bindings for OTel types.

Because we intend to have multiple modules (SDK, proto, semvonc, etc...) in the same repo, adopt the correct folder and extend the build.zig file accordingly.
