Add support for HQC again

Hi all,

It seems that from Release 0.9.0 (link) HQC has been disabled by default due to a security flaw that is discussed here.

Since then, the HQC team has made an announcement that updates the specification and their respective code, addressing, among others, the security flaw mentioned above.

Are there any plans on enabling HQC again (as mentioned here) for the oqs-provider and also updating the code to the recent v5.0.0 found here?

Hi @GeorgeTasop ,

liboqs is working on an update to HQC reference implementation (see here), which is part of 0.16.0 milestone. Once that has merged, I imagine we will enable HQC back by default.
