Solicit more schemes from NIST signature on-ramp round 3

• Get feedback from CROSS team and UOV team (@mkannwischer) about how it went for them adding their schemes to liboqs (@baentsch volunteered to reach out, I think)
• Develop a short primer on how to get started
• Reach out to teams to solicit their contributions

We now have MAYO, CROSS, UOV, and SNOVA in the library. Additionally, there is ongoing work to add SQIsign (#2174) and SDitH (by @pablo-gf), as well as an open issue for FAEST (#2101).

This leaves LESS, HAWK, Mirath, MQOM, PERK, RYDE, and QR-UOV (not to be confused with UOV)—exactly half of the on-ramp Round 2 candidates—as teams to whom we would need to reach out.

As part of the "re-start" of this activity in the latest TSC meeting, I now noted --a bit belatedly-- that my name is listed in this, so I'd do as insinuated above, reaching out to the "successful round 2 integrators" for their "how easiest to integrate with OQS" suggestions...
