Produce a machine-readable or documented registry if that genuinely reduces drift. Re-verify M15 (gate scripts lacking decision tests — residual after A10.8/#1216) and L12 (overly broad permission on docs checker).

Duplicated CI/check/task governance removed; remaining checks each have a stated owner and decision-logic tests where they can turn failure into success.
