[B1] Qualify clean clone, packed consumer and supported runtimes

Required work

Prove from exact packed artifacts: install, dev, build, test, server output, browser behavior, deployment. Include clean clone, packed npm-style consumer, supported Node versions (do not claim versions that are only negative-floor tests), Deno/Bun if supported, required browser engines, Hono/Nitro/edge paths where applicable.

Acceptance

The full matrix passes against the exact Beta.1 candidate artifact; unsupported claims are removed from docs.

Closed — B1.3 consumer/runtime matrix qualified, including one real defect found and repaired.

Evidence: docs/evidence/2026-09-03-v044-beta1-consumer-runtime-qualification.md (PR #1275, base SHA 18778c95). Matrix summary (exact commands + exit codes in the doc):

• Clean clone: install/test (1731+150 passed)/build → all 0
• Packed consumer: pack:dry-run / package-artifacts:check / consumer:packaged → all 0 (5 tarballs)
• Runtimes: Node 24 PASS (serve.mjs 200s); Node 20 = negative floor only (clean early exit with URLPattern guidance — not claimed as supported); Deno 2.9.0 PASS; Bun 1.4.0 PASS (first positive evidence, local-only)
• Browsers: chromium e2e 167 passed + exactly the known local-only visual drift (4, CI green); firefox/webkit smoke 24/24; request-time e2e browsers 213 passed
• Hono/Nitro/edge: build, www:dev-smoke, starter-smoke dev+packaged, nitro:proof:node + nitro:proof:workers, cloudflare-config-check → all 0
• FAIL cell: fullstack:workspace-qualification (B1.3-F1 → [B1] BLOCKER: definePage route SSR fails closed when file-derived tag differs from @element tag (B1.3-F1) #1276): definePage routes whose file-derived tag differed from the @element tag returned HTTP 500. Repaired via PR fix(v0.44): bind page-route SSR tags to the compiled Part Program (#1276) #1277 (merged at dc3ee191): route→program tag now binds to the compiled Part Program; re-qualified green at the exact PR head, and the qualification is now a required CI job so the defect class cannot regress silently.
• Doc claims: every runtime/version claim in current docs qualified with positive evidence — nothing unsupported to remove.
• Known exceptions recorded, not relitigated: desktop examples OEC9008 (deferred B2.5/B3.8, not consumer evidence); local-only visual-baseline drift on architecture-islands-deep mobile (CI green).
