Consider additional search interface that is field-oriented rather than publication-oriented

The users at the time of the design were more interested in finding specific publications, rather than finding any publication that met their analytical needs. Now, we know that we have both types of users.

Right now, the field filters on the search page are very limited, and the results pane is publication-specific with no detail about fields. We could add a secondary search page/function, that is more oriented toward fields.

Adding some common use cases we have seen:

• Users interested in finding out if a specific publisher has X data field. (e.g. does a publisher has unit prices)
• Users interested in finding out which publishers have X fields (e.g. which publishers have bid data)
• Asking for publishers publish relevant documents (mainly contracts or tender specifications).
• Users that want to asses field availability for multiple countries assessments (e.g. Global Data Barometer, OGP Benchmarking)
