migrate PMA to newkube

PMA (our web-based mysql service) was hosted on oldkube, and is no longer accessible. a faculty member using our services has brought this to our attention and would like it restored

this should be a (hopefully) straightforward issue, just translating the previous k8s objects into transpire, then having a root staffer deploy it

Consider using Adminer instead. These tools are all pretty insecure but phpMyAdmin in particular.
