Preferences: add option to hide unsupported locales and timezones

Context

When setting Preferences::supportedLocales([...]) the list of locales displays all the locales in the Other Results section. Also, if no locales (or timezones) are supported, the dropdown should not be shown at all.

An option should be added for showOtherLocales and showOtherTimezones should resolve the issue, along with hiding/disabling the field when there are no available (or only a single available) locale/timezone
