brainstorming: explicit goal-setting step before design #2128

Split out from #2093 (reported by @hypyc95), which bundled two separate asks.

This ask: an explicit goal-setting step in brainstorming — agree on what the feature is for and what success looks like before designing.

Current state (v6.3.0): the architectural path's clarifying-questions step says 'understand purpose/constraints/success criteria' (skills/brainstorming/SKILL.md), which partially covers this, but there is no distinct step that pins down goals as an artifact the rest of the design is checked against.

Status: speculative — the original report cited no session where the lack of a goal-setting step caused a bad outcome, and it was written against the pre-6.3.0 skill structure. Needs a real session demonstrating the gap, and any resulting skill change needs eval evidence per superpowers:writing-skills.
