Notebooks without a parameter cell aren't runable

Describe the bug
Running a noteable notebook that's missing the parameter cell complains instead of injecting parameters to the top.

To Reproduce
Steps to reproduce the behavior:

1. Create a new notebook
2. Run noteable engine papermill execution
3. See error message about no parameter cell found

Expected behavior
Execution should continue and place parameters at the top of the notebook.
