Github action fails when pushing a tag without the tag branch existing

Proposed change

Not exactly sure but:

1. Whether we want to just give a more informative error message when the tag-versions branch does not exist
2. we want to create a tag version branch if it doesn't exist (this is the mkdocs gh-deploy behavior
3. both

Other considerations

• motivation for using a different branch is akin to mkdocs's gh-deploy branch . In other words, the tag-versions branch is akin to the gh-deploy
