Use URL parameters to set draw configuration settings

As a way for players to quickly load up configured card draw without having to manually map a ruleset to the configurations in the tool, utilize URL parameters that set different parts of the draw configuration to their indicated value. (ex https://ddr.tools?draw=7&lvl_min=10&lvl_max=19&...)

I think #267 and #268 both help address the same issues, but this is also a good solution that might be worth having at the same time. (It's something I've even had in mind for years, but never really spent any time on)

Circling back to this old issue to note that the alpha builds over at next.ddr.tools has a feature in the ballpark of this request:

This loads players into a special version of app where draw settings cannot be changed and they're fixed on just a single pre-built config set. I think there's a lot of interesting places this little feature could evolve, but it's very simple for the moment.
