Automatic VI Compare report on PRs using the latest NI docker image.

This was a petition from @crossrulz to be able to have an easy way to have VI Compare reports.

Ideally, if a single VI has multiple changes on a feature branch, i would like to have multiple VI Compare reports.

Example: If a branch had 10 changes to the same VI, then 9 VI compare reports are produced and embedded (sequentially) by a github actions bot on the PR body.

This would allow steercos to maximize their use of their 2-hours a week pledged time on a specific project.

Yes, this is desired, but now is not the time as we are trying to get a release candidate complete. Once the RC is done, then we can take a good look at this.
