Discussion: version 1.4

Version 1.3 has been released. We are modifying our workflow moving forward in the following way. There is a now a v1.4 branch that should be used for updating code and pushing changes moving toward version 1.4 release. This will allow the master to maintain a stable v1.3 release.

The following is a list of ideas to implement for v1.4:

• Connect to Cartopy for mapping. This will likely require updates to the Py-ART. See existing Issue
• Create FAQ that may be accessed from the README.
• Radar Collections
