Teacher with local/archiving:view capability but without local/archiving:create capability sees the widgets to create archives unnecessarily

Steps to reproduce:

• Login as admin

• Retract the local/archiving:create capability from the teacher role

• Verify that the teacher role has the local/archiving:view

• Login as teacher

• Go to a course

• Create a quiz in the course

• Go to the archiving page of the course

Expected result:

• You should see the quiz archive jobs list at the bottom of the page
• You should not see the widget to create an archive at the top of the page

Actual result

• You see the quiz archive jobs list at the bottom of the page
• You see the widget to create an archive at the top of the page as well
• If you click the "Create archive" button, you run into a "Sorry, but you do not currently have permissions to do that (Create new archives)." exception
