Thread deletion is impossible

Steps to reproduce

1. Create a new thread in any conversation, group or individual
2. Try to delete this thread

Expected behaviour

There is a button in UI that says "Delete thread"

Actual behaviour

There is no any button or steps you can take to delete it once a thread has been created. The thread will live forever even if all of its messages were deleted (like described here #16739)

To consider for feature implementation:

• API endpoint (DELETE for /ocs/v2.php/apps/spreed/api/{apiVersion}/chat/{token}/threads/{threadId} ?)
  • Likely needs a system message to clean up thread-related information and thread messages from clients
  • Requires moderator/owner permissions + confirmation (as other destructive actions)
• WEB: UI action (ThreadItem.vue)
  • Dialog confirmation (spawnDialog)
  • Clean up store with threadInfo and messages
• CLIENTS: UI action
