As a follow-up to #5973, we should move the Nextcloud language setting → BCP 47 language tag conversion logic to the PHP side and serve it to the front-end via initial state. This prevents the logic from being duplicated, and since we talk to Collabora on the back-end the logic needs to be there anyway.
