Find alternative for rain nowcast raster so that NRR V1 services can be stopped.

Currently the NRR V1 tasks (slimmed down a bit) are still running, converting KNMI volume data into extended composites and pushing them to our FTP where infoplaza fetches them and creates nice nowcasts for lizard. It seems a complicated way to obtain nowcasts, but there is no alternative currently.

So we need:

• alternative method to supply sources to infoplaza, possibly via NRR V2

And then we can stop:

• Fetching KNMI volume files
• Keeping old V1 code running
