not recognizing 'Playwright'

I've been trying to go through the setup for the past few days but I've hit a road block at the Python environment part where it says:
"Error: Resolution impossible
playwright : The term 'playwright' is not recognized as the name of a cmdlet, function, script file, or operable program.
At line:8 Char:1"

I've been trying to figure out what playwright is and what's going wrong with it. I've installed everything the walkthrough mention before with all the extra stuff the installers suggested.

Does anyone know what I'm doing wrong?

did you run the pip install -r requirements.txt?
