Can't install requirements

I get this when running pip install -r requirements.txt:

ERROR: Could not find a version that satisfies the requirement torch==1.10.0 (from versions: 1.11.0, 1.12.0, 1.12.1, 1.13.0, 1.13.1, 2.0.0, 2.0.1, 2.1.0, 2.1.1, 2.1.2, 2.2.0, 2.2.1, 2.2.2, 2.3.0, 2.3.1, 2.4.0, 2.4.1, 2.5.0, 2.5.1)
ERROR: No matching distribution found for torch==1.10.0

Any reason I shouldn't require torch==1.13.1 (last v1 release) instead?

I finally got it working with a few small tweaks, so I'll send a PR.
