AFAIK: In RLV+ for nPose V2.00 or lower there was only one selected victim for all users (wich leads to a multi user bug) and the %VICTIM% placeholder was filled with her/him.
After we removed the %VICTIM% placeholder, the user will not be able to send custom RLV commands to a target, because he doesn't know the targets uuid.
