Comments have white bar

Probably related to https://github.com/mysociety/alaveteli/pull/9452, comments now have a white bar at the bottom (its the [`.event_actions` `<p>`](https://github.com/mysociety/alaveteli/blob/06ad92bc08dbb71e1875dccc582395d2d0c502e8/app/views/comments/_single_comment.html.erb#L25). Probably only affects comments due to the white background of the correspondence main body.
