Institute nag message for profile completion

When a user has an incomplete (not all required fields) profile, a nag message:

1. Should occur upon login.
2. Prevent the creation of any resources owned by the user until the profile is complete (i.e. appear when visiting Documents and disable the create resource button with a message.)
