[Enhancement] - Report non-code errors to user with a friendly report message.

Question

If a user is using the language and something unexpected happens in the compilation or linking, we should report this to them with a nicer error message. Something similar to what we have right now with the compiler help messages, but for this, would say something like:

tip: please report this error, along with the file ran and system details to the Mux maintainers at github.com/muxlang

started implementation here: muxlang/mux-compiler#293

i do not like the message that is currently there. I think it should say something more along these lines as i previously stated:

"tip: please report this error, along with the file ran and system details to the Mux maintainers at github.com/muxlang"

also does not touch linking yet, needs to be a follow up PR.
