switch of self-registration dialog but leave password-reset mechanism active

To switch of self-registration we could:

• remove the "sign-up" link from the dm4-webclient
• make user accounts "Inactive" by defult on registration

At best, the whole self-registration dialogs deny any reqeusts to them when the sign-up configuration shows that "self-registration" should be disabled.

Since the password-reset functionality requires an Email Address topic related to the Username to work we would need to build a way so "Administrators" can create new user accounts (for others) with an Email Address in place (=related via an org.deepamehta.signup.user_mailbox associaton).

The latter is currently not possible and all "standard" user accounts (usernames more specifically) do not have an email address associated with them. Thus password-reset functionality (currently still) requires self-registration.
