Incorrect search with mods that can be 'local' or 'global'

There are some inconsistencies when searching an item with mods that would otherwise be local, if not for the item type. I.e. when searching for a helmet with flat accuracy, it yields no results in trade because the used mod was the local accuracy mod and not the global instead.
