Goal

Establish a reproducible Vietnamese SLM/RAG research baseline without changing the deterministic MVP claims.

Acceptance criteria

• Use a versioned, authorized source-corpus interface.
• Compare against the deterministic baseline on citation correctness and out-of-scope refusal.
• Record model, prompt, corpus, hardware, latency, and memory versions.
• Publish failure cases and abstention behavior.
• Do not describe the adapter as shipped until tests and evidence are public.
