Definition of Move Stack and Movement SDK could do with transfer to MIPs

The Move Stack defines our stack of software components and SDKs.

In the past there has been lots of confusion around what constitutes the SDK and what the Stack, including in the white paper.

The Move Stack is defined here RFC1. But it would be better if we would have it defined in the MIPs for public access
