Testing on the same computer as server and client

Hi so I know a good bit about this and the port forwarding is right, and the builder is right and AV is off. Now to the point every 10 seconds it disappears for 20 seconds and anything I run is giving me an error, I'm on Windows 10. Please help

I've noticed this happening sometimes too. have you tried rebuilding it with av off beforehand?
