Does fmi3UpdateDiscreteStates need to be called before fmi3SetClock in one EventMode step?

There is one sentence in the specification that I don't understand.
"The event iteration for handling discontinuities of the continuous part of the FMU should precede handling of time-based Clocks."
Does that mean that fmi3UpdateDiscreteStates needs to be called before fmi3SetClock in one EventMode step?
