Default equipment picker (Person form) lists all equipment, not just sampling equipment

Problem

The Default equipment dropdown on the Person form shows every equipment record in the system (e.g. datamart, RODTOX, LDO_001, Conduct_001...), not just equipment relevant to sampling.

Steps to reproduce:

1. Edit a Person record.
2. Open Default equipment and type a filter letter (e.g. "D").

Expected: This list should be scoped to sampling equipment, since that's what a person's "default equipment" is used for.

Actual: General, unfiltered equipment list, including things like datamart that aren't sampling equipment.
