It appears that the radar_skip parameter is not being applied to cfradial files. I ran a few tests with different radar_skip values for a case and the total number of observations going into the solver remain the same, regardless of the radar_skip value.
Looking at the code, it appears that the definition is commented out and I don't see the skip parameter appearing in the read_cfrad function.
