Switching the build system to CMake.

A good start could be this PR.

I received a request for adding a CMake build to jxrlib, by way of an old patch file which we recently applied in MacPorts. Please check it out, and use any part as you see fit. Your "good start" candidate PR seems well organized, so it may be a better choice than this MacPorts patch. Also the MacPorts patch includes a copyright which you might want to avoid.

Here is my current version of the MacPorts patch file. This is almost the old original patch, updated with one new jxrlib 1.4.0 source file, per your suggestion in #51. This is giving me working jxrlib 1.4.0 builds on macOS.

BTW,
I was able to to build only static libraries on Windows, because created DLL had no exports.

I don't understand why there are two libraries (jpegxr, jxrglue). I am not expert here, just wondering that it would be enough to have one which has everything inside.

Not sure because I embed the source with the plugin (and I write libraries in C++ only), but it seems to miss a __declspec(dllexport) on all API :)

But I haven't changed anything about it... I'd say there's the same problem on the original sources too.

Please open a dedicated issue... I'll look at it when I have a moment.
