Context

Plan-2 portfolio spec (docs/superpowers/specs/2026-05-14-millsymills-portfolio-content.md) defines what "pin-grade" means for each MVP repo but not the task-level implementation sequence. Plan-1 (docs/superpowers/plans/2026-05-09-millsymills-org-bootstrap-and-baseline.md) is the structural model.

Acceptance

• New plan doc at docs/superpowers/plans/2026-MM-DD-millsymills-portfolio-content.md (date chosen at draft time).
• Task-level decomposition per MVP repo following Plan-1's pattern.
• Tasks gated on ADRs 0003-0006 being accepted (issue docs: ADRs 0003-0006 — Plan-2 portfolio decisions (MVP set, public-only, separate site, maintenance cap) #46-ish).
• Two codex review rounds + adversarial review before execution begins, matching Plan-1's discipline.
