i tried changing steam_appid.txt from 730 to 4465480 but it didnt work. I tried reinstalling everything and it still didnt work

Try to launch game without csgo_gc, and after that with it.

You either don't have CS:GO on your library or you have to launch it from Steam.

To edit appid use config.txt.
