Scroll bars are missing on car options screen

When you have a low res laptop screen, I was unable to scroll down to the update button on the set car options screen. I ended up tabbing and guessing when I was on the button and pressing space bar to trigger the update.

The read car options is also missing scroll bars

Thanks for the info! I hadn't think of that scenario earlier. I will add resolution checking on those (and maybe some other) windows so it will scale them down if resolution is below window size.
