Layout option modifiers only apply to the first layout

Pointers so far:

• The key doesn't work at all when on the second layout with the option activated.
  • Means something is happening, but not all of it
• Caps Lock not disabled by "compose:caps" (or "caps:none") when "jp" in layout list xkbcommon/libxkbcommon#97 (comment)

Some commands I use for debugging:

wayland:

• Reload layout on gnome: change the input sources in settings (e.g. change the order, or add a new one). Haven't found any other way besides restarting/logging out
• Display keypresses and modifier states: wev -f wl_keyboard

xorg:

• Reload layout: sudo udevadm trigger --subsystem-match=input --action=change
• Display keypresses and modifier states: xev -event keyboard

both:

• Show the full currently active keymap: xkbcomp $DISPLAY -
• To see error messages (e.g. any syntax errors in the xkb files) I usually have sudo journalctl --boot 0 --follow running
