Copilot Code Optimization flow shows web apps without Code Optimization support

Repro Steps:

1. F1 -> Select "Azure App Service: Ask Copilot to add Profiler for Code Optimizations" or "Ask Copilot to fix Code Optimization".
2. Check whether the resource picker only lists web apps that support Code Optimizations.

Expect:
The resource picker only lists web apps that support Code Optimizations.

Actual:
The resource picker lists all web apps.

The command "Ask Copilot to add Profiler for Code Optimizations" has been removed from extension build 20260325.1, but this issue also reproduces when executing another command "Ask Copilot to fix Code Optimization".
All web apps are listed in the resource picker when executing the command "Ask Copilot to fix Code Optimization". Reopen this bug.
