GUI for configuring vcpkg

I've just spent a number of hours manually editing .json files to try to set up a local registry to be used along with the main MS registry. This exercise is still far from complete - I have a Q&A discussion open about that.

It would be very nice if some of these "common" scenarios could be automated to some degree using a set of GUI "Wizards" or similar.

.json is great for a computer to read, but it's pretty dreadful stuff for a human being to have to write, and sometimes if you get it wrong, the error messages from vcpkg are less than helpful e.g.

1> [CMake] error: the baseline does not contain an entry for port smptmime

when the actual error was probably an error I made in vcpkg-configuration.json
