Failed to run `azd up` for multiple samples during packaging

Describe the issue:

For golang-api, node-express-redis, polyglot-task-queue, python-fastapi-postgres, python-openai-agent, python-script, rag-document-qa-svelte, vite-react-fastapi, vite-yarp-static, vite-csharp-postgres these samples, running azd up all failed with the same error message, as follows:

Repro Steps:

1. Run git clone https://github.com/dotnet/aspire-samples.git.
2. Run azd auth login.
3. Navigate to one of the affected sample directories under samples/.
4. Run azd init.
5. Run azd up.

Environment:

• Branch: main
• Azd version: azd version 1.25.3-daily.6367899 (commit 5415d38ec116421c280491764d5ff559e6cd0f7f) (daily)
• Samples: golang-api, node-express-redis, polyglot-task-queue, python-fastapi-postgres, python-openai-agent, python-script, rag-document-qa-svelte, vite-react-fastapi, vite-yarp-static, vite-csharp-postgres.

Expected behavior:

azd up ran successfully for these samples.
