[BUG] Setting ProfilesDirectory

Describe your issue

The ProfilesDirectory command is ignored in the current XML file.

Steps to reproduce the issue

Adding
<FolderLocations> <ProfilesDirectory>D:\Users</ProfilesDirectory> </FolderLocations>

inside
<settings pass="oobeSystem">

Expected behavior

This used to let me move c:\Users to another disk. It's not recognized anymore.

Actual behavior

The command is ignored
