Provide commit-hook templates

Allow devs a one-click/one-prompt way to generate commit hooks for security tooling. This would show a pre-built commit hook configuration to run opengrep (or a SAST tool).

• Consider what other tools would work well in a commit hook.

Note

Not everyone will want to configure git commit hooks. But that doesn't mean we can't make them available to try out. Make them easy to opt-in, and easy to opt-out.
