Scrollbar is displayed when the viewer is not scrollable

From a design standpoint it is disconcerting to have an element widget that indicates extra material that can be scrolled through. It should be that programs only display scrollbars when they are required for sliding the view. If an object fits inside the viewer control there should not be a scrollbar present.

I guess you are using Android Version 4.4.4?

tested with 4.3 and galaxy nexus and no similar results
