Position proficiency has an effect so that 15 --> 20 proficiency give +6pts/+5GF/-5GA. All proportions kept, this is the equivalent of the impact of "Determination". However, there are absolutely no proof that, outside the 15-20 range, the impact is linear.
I recommend that a player "meta attribute" is simply its meta attribute for whatever natural position it has. However, I'd suggest a function to compute a player's "effective meta attribute" that includes his/hers position proficiency.
This could be shown in the player's card (show effective meta attribute per position at least at 15 proficiency), and eventually used in Best XI functionalities, if it comes to that.
E.g.
Player A has 13.4 meta score
Player A is natural (20) as ST and accomplished (17) as AMC.
The UI will show 13.4 meta score in general, but looking at its card would show
ST: 13.4
AMC: 13.2
This would change the general meta score of everyone since we'd add "position proficiency" (which is 20 by default since every player has at least one natural position).
Any position below 15 proficiency would be set to a "effective meta attribute = N/A", showing there is no evidence that make us know how it would perform at that position.
