Integrate validated M3.H SV/PTP source and release ancestry into main (#299)

Integrates a922e9b source and a4b6e53 release tag lineage via conflict-free guarded two-parent merge. Candidate c90a979 passed 14/14 PR workflows. Preserves all existing main updates and immutable M3.H published binary hashes.
