tests: retire transitional incomplete IEC 61869-9 expectation

P1.2 now has standards-backed dataset/profile authority, so a generic Amp/Vol stream explicitly selected as IEC 61869-9 is Class C rather than an inspectable incomplete family. Keep the earlier P1.1 transitional behavior from becoming a regression requirement. Tracks #144.
