Patch for NS3 3.31 and forward

how can I apply the patch to NS 3.31? or newer versions (or ns-dev)? I'm trying to use the first method but it seems to not work properly

Do I miss something?

Thanks for your interest, Ric. I've not ported it to 3.31, so I don't know. The last version of ns-3 it worked with was 3.27.
