Create a new client package called chaos just for fault testing

We have clients for Anthropic, Google, and OpenAI already. It would be nice to have a client that is purely for injecting faults. Maybe this is in a test package instead, but it's the usual: making requests error, silently dropping stuff, hanging, that kind of thing.
